You are absolutely correct that the list seems to be missing. It was there

Please let me know if you have any issues.
I tried the local help updater to download help, but the RDP 8.5 branch was
never enabled for selection. It showed no content when expaned. I ended
up downloading the help as ZIP file.
Here's what I see in local help updater. Other products show content, but
RDP appears to be empty:
