At this time the user-based licensing is entirely on the honor system with no mechanism for tracking. But to your point, during my discussions with IBM on the issue we have agreed that a user-based license is essentially unlimited connections for that user, and it doesn't really matter where you install the software.

Be warned, though: that could change. I don't think the issue of where you install will change as quickly as watching for simultaneous connections from different IPs.
