If I read you correctly, Gary, you may be missing some functions. (The install process can be customised to exclude some components.)
I suggest you take a look at the Redbook:

It is a little dated, (V5R3) but Chapter 3 does depict the Database functions you should be looking for, in particular the various capabilities under the Schema function.
