When you specify the user on an SEP breakpoint, I just checked - when you specify a user profile that doesn't exist, I got a rather odd error - not authorized to use the profile - something like that. But it did check - this was at V5R3 in STRDBG.

So this'd be a bug, in my estimation, in the RDp debugger if it doesn't block the use of an invalid profile name.

That's unusual. It's been a long time since I used WDSC, but certainly
RDi and RDPi both not only validate the user profile on an SEP but also
whether your user profile has appropriate access to it.

So all is well.
