The help that appears within Eclipse worked - and that plus the port issue got the user thinking. It seems that some weeks ago someone tried to apply a patch t his Win 7 machine to fix a problem. Ever since then he has had trouble using any browser except IE. So we tried changing the settings so that RDP used the default machine browser and not its own and Voila! Help screens!

Not a fix as such but a work-roiund until he can get his whole machine reloaded.

Thanks to all for the suggestions and David for the one that triggered the thought.
