From the first link, my heap is as they recommended, I have rebooted, however the command to destroy the java cache results in a "Could not create the java virtual machine" error. After searching on that error, it seemed that I needed the latest JDK, so I downloaded that and installed it, but still get the same error.
From the IBM link, I added the "java parameter option" to the end of my eclipse.ini (both, one at a time), and tried starting RDp, but that didn't seem to fix my issue.
Rebooting didn't cut it. Had to clear my cache. Even still, I cannot refresh the outline of the source in question. I was able to open up a different source and refresh its outline.

I'm on RDp, most current version with all available updates applied.
Windows 7 machine.
I went into RDp again. Crashed when I tried another save. Re-opened, crashed when doing a refresh outline. Kept getting the same message as appears in the screenshot.
Time to reboot.
