I'm a small shop guy and am used to underfunding.
I've worked with CFOs who believe I.T. habitually tries to convince the business to make unnecessary purchases, just to have something new to play with. The concept from a small business perspective is that if you give I.T. everything it wants it will suck you dry. Therefore, since it is difficult to discern which I.T. investments are justified, give I.T. as little as possible to continue day to day operations. Loss of efficiency is considered negligible, and is therefore not a winnable position to argue from.
Your point about the missing employer has truth to it. (Though it is a bit of a chicken vs the egg scenario.) My employers: Moray Inc, Linens N Things and Drug Fair all have seen their last days, while Borghese and Duane Reade IT departments have and will have the same fate.

Even without RDP that's extremely low for any developer. I have 3GB on my
laptop. And it's getting a little long in the tooth. Isn't the
conventional wisdom that harddrives in these are only good for 3 years?
Four notepad sessions, 3 browser sessions (with multiple tabs for each),
nine 5250 sessions, Excel, Notes, Notes Admin, Word, Adobe reader (4
times), Windows Explorer (twice), and iNav. Luckily it's getting late on
Friday and I've shut down some of the fluff. :-)
I did hear of a place that wouldn't get their developers adequate
equipment. That town misses that employer.

Don't forget hardware requirements.
A while back, I wanted to move towards getting all our developers using
WDSc. Some had half Gig machines (unusable) and others with 1 Gig
machines, found it slowed their machines to a crawl and subsequently
refused to use it.
Management refused the requests for PC upgrades. So it died a quick
death.

I disagree. I think it is because it is not as good as SEU. It is a
wonderful tool, but they(IBM) went 90% of the way again. Without screen
design, report design, and debug done easily, why would people want to use
it. You still have to use both.

FWIW - once I got my account in the license center it only took me 5
minutes to get and install the license key - so why did Rational think I
needed a 27 page document justto do that?
