I disagree. I think it is because people get stuck in a rut, and don't want to learn new things. There has never been a decent report designer, RLU included. A screen designer has been included for a while now, though I can't say it is better or worse than SDA. The source editor, and debug though are so many light years ahead of SEU and STRDBG, particularly since v6.0 when they added SEP's that it is painful to go back. If I have to do more than look at a few lines that I know exactly where to find, I would rather fire up WDSC/RDP. If you are waiting for perfection, you will never get it. In fact, if you need perfect development tools, why are you even using SEU/SDA/RLU in the first place?

wonderful tool, but they(IBM) went 90% of the way again. Without screen
design, report design, and debug done easily, why would people want to use
it. You still have to use both.

And is that because getting/installing/learning/using WDSCi RDP itself is
so confusing?
FWIW - once I got my account in the license center it only took me 5
minutes to get and install the license key - so why did Rational think I
needed a 27 page document justto do that?
