Normal eclipse has no problem running with a 32bit JVM on a 64bit system.

Windows 7 64bit has never had a problem running a 32 bit application (well, mostly).

The JVM=13 seems to be a known error. It has to do with a mismatch between the Eclipse runtime and the JVM. I've seen several threads on this, including one that sounds very similar to yours:
