FWIW: I was finally able to resolve this issue.

Turns out that config information about the Installation Manager is in the "All Users" app data directory. Unfortunately Windows 7 hides that directory (even from administrators). NOTE: The "Public" user and "All Users" directories are different.

After I disabled the option to "Hide protected Operating System Files", I was able to see the c:\Users\All Users\IBM directory and deleted the Installation Manager directory.

After that, the Installation Manager reinstalled and ran fine.
