I figured this out. From the InstallerImage_win32 folder on the CD, I
had to right-click on the install.exe program, select the compatibility
tab, then click the button to Change settings for all users, then make
sure that it was set to run in Win XP SP2 mode and to Run as

Then I was finally able to install.

I had some issues on Win 7 with my RDi installation a while back. What
worked for me is right clicking the installer and selecting "Run as
Administrator". This seemed odd to me as I was logged in as the
administrator already, but it did help.
