Eclipse is designed to be 'customized' using plug-in's.There was a major architechtural change causing all plugins to need revision at either 3.2 or 3.3. That probably gives quite a bit of extra effort in upgrading the core Eclipse which may or may not be payoffable.
As far as I can tell, they are using a base version of Eclipse (albeit a bit old, in internet terms) and adding a gob of proprietary plug-in's.
