Not on a 64-bit version.

When I tried I ended up being recommended to download a VirtualPC XP image specifically designed for running old stuff. I then installed WSDC in that, and Windows 7 now knows about it inside the XP thingie, and can start and stop VirtualPC to run this program.

An almost seamless experience.
