Perhaps if the request was for permission to make CCSID
/corrections/, management might be receptive. It's possible to use
this specific problem to show that inconsistencies exist. The
corrections would be intended to make cross-platform references
return correct characters.
Assuming, of course, that "management" didn't actually create the
configuration...
