I assume you've looked at the user options? They replicate a lot of the functionality that SEU provides in that area.
As I do work for a change control vendor, and we have a RDI plug-in, I can say that implementing your own extensions to RDI isn't impossible ... but it's not the easiest thing in the world to do.
There's some decent documentation in RDI for building extensions ... but it does require a very sound understanding of Java ... and knowledge of the Eclipse framework doesn't hurt.
I did an "Introduction to RDI plug-in development" session at COMMON in Reno ... I can make the handouts available if you want ... but they don't really address specifically what you are looking for.
