While the installer upgraded its self at 6kb/sec (way slow!) I was trying to
download the WDSC zip update file and getting the same results. It started
off at 32 days to download the file, and when I killed the download, was
down to 1 day +. Once the installer finished updating its self, I started
the actual upgrade from the IBM repository. I had 600+ KB/sec download time
from that server.

I am upgraded now. I don't know where the slowdown was happening at first,
but I'm glad it picked up!

I had no problem downloading at normally expected speeds.
Of course downloading > 1GB is never a walk in the park.
I'd look internally first.
