WebSphere Express? The only "limitation" that I know of is when
compared to WebSphere Network Edition, which provides full clustering
and failover support across multiple servers, things most companies
smaller than Google don't really need.

Small and mid-sized companies (as well as larger ones that are not
Google) can definitely benefit from clustering and failover when using
WAS Express. We've hit some performance issues in WAS that warranted
us running multiple instances and clustering them. But we didn't step
up to ND, we just used Cisco load balancing hardware. But if you
don't want to use appliances, you can do it with Apache on Windows or
Linux (I couldn't figure out how to make it work on the i).

Personally, I wouldn't recommend running any web-based system without
load balancing / clustering / failover.
