How do I contact the Rational Folks?
I would suggest a couple of things.
First is this forum, although it's primarily viewed by developers. Some
management types hear about posts on this list, but not as many as you'd
like for this type of issue.
Second, the Rational forums:

The problem with these forums is that you can find one for every
Rational product *except* those for the i. There is a Rational
Developer for z (RDz) forum, but nothing for RDi. I'd get on a forum
here and start agitating for an RDi forum.
Third, you could bug you business partner, but I'm not sure that would
help.
And finally, I'd try the Sam Palmisano web page, if nothing else to make
sure that they add a forum for RDi and RDi-SOA on the Rational forums
page.
