IIRC, this has something to do with the different levels at which keyboard bindings can be set in WDSC. There are at least three levels I can think of: RSE, RS LPEX, and Eclipse. I believe that one of the Remote Systems views needs to have focus for this keyboard shortcut to work (Remote Systems Explorer, iSeries Table view, iSeries Error List, etc.)

I don't think this was intentional, and that it was on the list of things to fix.
