"File/New..." seems to have only stuff specific to the perspective. The context (right-click) menus seems to have more options. However, there's too much stuff at the project level so I usually go to the WebContent folder. Right-click on that folder and you should see options for new HTML and JSP pages, among other things. The magic of the EGL perspective is that when you create a JSP page, it will autmoatically create a JSF handler part.
