Outline view doesn't recognise RPG field indicators

Indicator 20 is in the 'Zero/blank' position, columns 73-74. This code compiles and runs.

The compiler cross reference listing shows indicator 20 defined on the I spec line and referenced on the C spec line, but the outline view only shows one reference on the C spec line.
