Roger's solution is a great one for putting the same value on every line of a selected region. To do exactly what you have described, there's a different method, also using the block commands. This is better when the block will not have the same value on every line.

- Put your cursor at upper-left of block you want to copy and press Alt-R.
- Put your cursor at lower-right of that block and press Alt-R again.
- Go to the upper-left of the place you want to copy to and press Alt-Z -- this will fill a block the same size as you selected, replacing anything that is there. It, in fact, makes this region the new block for repeating this step.
