I think you just have to be registered. I've got mine cached so it's
not prompting me for a user id and password. But I think it's the same
one used for a lot of things, such as Fix Central (I think). Anyway,
you might try registering here:

I registered years ago, so I don't recall if there is a follow-on page
for customer# and such. I do know that, every time an IBM site asks me
for an id, I use the one I created here.
