Doug, yep, this is similar to what I am looking for. Unfortunately it
doesn't appear they code is available for it (I got 404 errors for all the
links I tried).

I think that WTP might be useful. It has some sub projects, specifically

WST (Web Standard Tools) that would have some of the features you are
looking for.

Pete, I think this might be the golden ticket. It looks like the Web
Service Explorer is now part of eclipse (I think it was previously just
IBM's).
