Okay, now I have to find out who is deciding which things need to be removed
from the product, and how they plan to notify developers who rely on these
functions. It's really hard to convince people to go to new versions of the
tool when features are removed without replacements (not your fault, of
course, you're just the messenger).

Yes that feature was removed from RAD 7.0 and it appears that URL was not
updated. I'll attempt to discover who the owner of that page is and get
it corrected.
Anyway for JavaScript debugging, there are a few options:
The ATF Project (Ajax Toolkit Framework) http://www.eclipse.org/atf/
provides a JavaScript debugger and can be installed with RAD.
The FireFox browser has an extension called FireBug that provides a
JavaScript Debugger along with other WebPage development tools (DOM
inspector, CSS, Layout, etc)
The Aptana IDE (www.aptana.org) provides a standalone JavaScript
development environment that includes a debugger.
