Yes that feature was removed from RAD 7.0 and it appears that URL was not
updated. I'll attempt to discover who the owner of that page is and get
it corrected.
Anyway for JavaScript debugging, there are a few options:
The ATF Project (Ajax Toolkit Framework)
http://www.eclipse.org/atf/
provides a JavaScript debugger and can be installed with RAD.
The FireFox browser has an extension called FireBug that provides a
JavaScript Debugger along with other WebPage development tools (DOM
inspector, CSS, Layout, etc)
The Aptana IDE (www.aptana.org) provides a standalone JavaScript
development environment that includes a debugger.

[WDSCI-L] Debugger Status
Still no word, either here or through my contacts at IBM, on whether the
Active Script Debugger is still part of RWD (and thus just unbundled from
WDSC) or completely removed from the Rational product line. If the
latter,
I'd also like to know Rational recommends as a tool for JavaScript
debugging.
I'm very disappointed with the lack of response. I'll take it up with the
Sam Palmisano email group next.
