Grab the toolbar separator to drag the toolbar. The separator is a stack
of
4 dots at the left-most end of the toolbar, or at the top-most end if the
toolbar is aligned vertically.

Really what happened here is that the Eclipse group removed a non-standard
behavior. I hate when they do that, but I can understand it. In this case,
the non-standard behavior was to allow you to right-click on an icon in the
toolbar in order to change the properties of the toolbar (as opposed to the
icon itself).

The "standard" behavior for toolbars is not particularly consistent, but it
seems to be coalescing around the idea that right-clicking on a tool's icon
causes the properties for that tool to activate; to access the toolbar's
properties, you need to right-click in an area on the toolbar that does not
contain an icon. Moving the toolbar is a matter of clicking on the handle
and moving it. That's very consistent with most Windows applications today.

That being said, the shortcut bar is still a little flaky. You should be
able to right-click anywhere on the bar where no icon appears to change the
bar's properties; you shouldn't be limited to the handle (the four dots).
And if you right-click just to right of your rightmost shortcut icon
(assuming a bottom docking), then you get a menu that has only one available
option, create a new Fast View. Yet move a few pixels to the right, and the
right-click no longer works.

Still a few kinks.
