Unless you know something I don't, Matisse is strictly for "rich client"
desktop development and NOT for HTML/Web development.

Eh, potatoes/potahtoes; I find it hard to distinguish between thick client
and thin client (and as far as I understand the current state of the lingo,
Matisse is thick client, not "rich client" -- rich client has more of a
server component).

Then JAVA400-L if you prefer. Still, it's not WDSC related.

Finally, there are some problems with GroupLayout just as there are with

any other layout manager.

I have found this to be true with their drag and drop GUI builder. Start
moving a single field around and it starts repositioning other fields that
are somehow associated with it even though I didn't explicitly associate
them.

Yep, that's a big complaint. The GUI builder adds "invisible" constraints
which are not editable. The worst thing a code generator can do is to add
magic code that you can't control.
