OK, I've got a source member open, type SQL. It's DDL for creating a file.

I cannot do Ctrl-2 to split it side-by-side, nor does the right-click popup
menu have the View option on it. If I open an RPG member right next to it,
I can split the RPG member via either method.

I found the following in the archives:

Last week there was a discussion about split screens:
Split screens are enabled for the iSeries parsers (DDS, CL, COBOL, RPG) but
not for other parsers.

You can enable multiple views after opening a member by entering the
following editor commands:
set multipleViews on
updateProfile

Note that you will need to do this every time you open the member.
