just to clarify, the announcement you quote states specifically:

"Current users of EGL V6 tools contained in the following products are
entitled to receive Rational Business Developer Extension V7 at no charge:

Rational Web Developer V6
Rational Application Developer V6
Rational Software Architect V6
WebSphere Developer for z/OS V6
WebSphere Development Studio Client ? Standard Edition V6
WebSphere Development Studio Client ? Advanced Edition V6 "

This indicates that in order to claim the entitlement to RBDe V7 you need
to be a current user of EGL V6. The entitlement is designed to enable
Customers who have developed applications in EGL V6 to upgrade their tool
of choice (EGL development) to the next version. The entitlement is not
intended for WDSC users who have never used EGL prior to the announcement
of EGL V7.

Customers interested in looking at EGL v7 and evaluate the technology can
use RBD Extension v7 by downloading a free trial license from
