You need to use STRDBGSVR command to start the debugger router to listen
on port 3825. And you also need to make sure your iSeries fire wall (if
any) will not block that port.

How do I ensure port 3825 is open on the iSeries?

Netstat option 3 doesn't show 3825. That leads me to believe 3825 is
closed.

How do I open 3825 for use by SEP debugging?
