The problem that has been explained to me by IBM folks on
both sides of the issue is that the Rational developers want
money, and that due to the structure of IBM, Rational doesn't
see any money from System i sales. Their solution is to
start charging System i developers for tools a la carte,
something we finally got rid of with 5722WDS.

What has Rational brought to the table in WDSC Standard? Eclipse provides
the foundation, and the iSeries group develops the iSeries extensions. So
where has the iSeries developer benefitted from the purchase of Rational.
This is not a rhetorical or facetious question. Does anyone know what value
Rational has provided to us?
