First enable the Web Developer capability (Window > Preferences), then General > Capabilities and select the Web Developer capability. Now right click on the file and you should be able to select Open With > HTML Editor. You should then have at least color tokenizing, content assist, auto-completion and an outline view. If you install the i5/OS web development tools then you get Page Designer which is the graphical HTML editor.
