Cannot create web pages from navigation overview

Hello group,

I'm (finally) starting to develop my own website, so that I can host my 
tools myself.

Just for grins, I decided to follow the cheat sheet instead of doing the 
old copy-and-paste from one of the other websites I developed for my kids' 
acting group, school, etc.

When I follow the sheet, it says that I have to double-click on a page in 
the navigation view, and it will give me the "create a page" wizard.

But when I double-click, or right-click and select "create page", nothing 
happens.

Am I missing some component in WDSC?

I'm at version 6.0.1 with all patches and fixes.
