Some more digging and it seems as though the Installation Manager isn't compatible with Windows Server 2003 X64. ARGH! I get a "Widget disposed too early!" error which as far as I can tell indicates that the SWT bundled with the system doesn't work on X64. I'd love to be proven wrong, but as far as I can tell, Windows Server 2003 x64 is not supported. ARRRRRRRRRRRRRRRGH. And in case you're wondering, the documents say Windows Server 2003 Enterprise Edition is supported, with no wording one way or the other about 32-bit vs. 64-bit. Not only that, but the software actually does a check of the OS prior to installing, so if X64 wasn't supported, that would have been a good time to let me know.
