I think you may be running out of path space. The paths do tend to get
longer and longer. I typically install WDSC in a folder off the root
directory.

May not be Vista. I had a similar experience installing V6 on one W2K
box. I had to give up and stay with 5.1. I think there are issues with
rational installer.
