Connecting via Remote Desktop to a PC that has WDSc installed should be
identical to actually setting at that machine.

If you have WDSc installed locally, you should be able to connect to
your iSeries provided that you have the proper route.  If you are
connecting via VPN, it is possible that your VPN blocks access to your
iSeries.  In that case, your best bet would be to Remote Desktop into a
PC that has WDSc installed locally.
