Compile Menu bar option not available -- WDSCI-L

I am having a problem compiling my changed source because the compilemenu is not available for this source member (even though I have justchange code and saved it).


For this source member the menu bar options are ...Source Navigator...

For another source member also displayed, the menu bar options are...Source Compile Navigate...


I have seen this a few other times too.

Any idea what causes this and how I can get the Compile menu baroption to show up?
