Then just Right click on your XML ----> Generate -----> XML Schema.
It creates an .XSD member, Right click on it ------> Generate ----->
DTD.

I don't need to import the XML, I already keyed it directly within the
XML editor.  It's a sample and I want to create a DTD from it.

Jeff,

Import your XML document into WDSC using "Remote File System" 
then you need to Generate the XML Schema for it. Once you have the 
.XSD then you can Generate the DTD from it.
