Answered my own question after re-phrasing the Google query!

From the announce letter for V6 ...


"Local variable support for ILE RPG/COBOL. The debugger Variables view will
show the local variables for the currently selected stack frame at the V5R3
level. You no longer need to put the local variables into the monitor manually."

So even though the "hover" display of variable content works at V5R2 this new
feature apparently doesn't.
