The %addr/based method was also a way of 'naming' indicators before we had
named indicators. That code segment might be a throwback to that technique.

You'd need the %addr/based version if you wanted to define subfields of
other types, say numeric.  I can't imagine why you would want to do
that, though.

Also, you'd need that other view of the DS if you wanted to put values
other than '0' or '1' in those character fields.  (Only checked at
compile time.)
