Must be a problem with object authority but the authority level for 
*PUBLIC is *RWX.

Check for a *AUTL named QPWFSERVER.  You have to have *USE authority on 
that *AUTL in order to access the IFS via the host server interfaces.  I 
think the default *PUBLIC authority is *USE but there is a very common 
security practice of changing this to *EXCLUDE so that users cannot browse 
the IFS via My Network Places on their Windows PC.
