I followed your directions, and ......... lo and behold - 4 COBOL templates
showed up!

Thanks!

It makes me wonder what else might be missing, or carried over from a
previous install, that should be reset to the defaults.

1. On the templates page, export any templates you might have added or
modified (or simply export all).
2. Close the workbench
3. Delete the following file:
workspace\.metadata\.plugins\com.ibm.etools.iseries.core\template.xml
4. Restart the workbench.  This should cause the file to be regenerated
and
the IBM shipped templates should reappear (I think there is 4-5 COBOL
templates)
5. Go back to the template page, and import your exported templates.
