Cannot Paste in Java Editor

I cannot paste code in the Java Editor.  I perform the copy using CTRL+C
and then try to paste using CTRL+V and I receive the following error
message:

"Error Executing Command
The command for the key you pressed failed
Reason:
The command for the key you pressed failed"

I know that the copy worked because I can open an RPGLE source member
and use CTRL+V and it works.  I also tried the popup menu and the menu
bar options.  Neither of those will paste but they do not give an error.
I can also copy from the RPGLE source member and paste into the Java
source.  The problem seems to be when I try to copy and paste within the
Java source file.

I have restarted my PC and the problem persists.
