But it is surely possible to compile fully from the IFS, look at the SRCSTMF parameter on the CRTRPGMOD command. I use IFS sources in a testcase now for a month or so. In the first time there where some difficulties with /copy members, but that were minor problems. It is up and running now. It surprises me that "new" tools like WDSC do not fully support this, at least not in iSeries projects. I understand that there are many problems to integrate this, because of the big difference between the QSYS.LIB filesystem and the IFS.
