WDSC's tools support Struts 1.1 (a sore point with me...even WebSphere
ships with Struts 1.2.7).  A good book for that revision is "Struts in
Action" by Ted Husted (a core Struts committer).

If you want to shun WDSC's support, the two books below are pretty
thorough.

There is a number of decent books that cover Struts concepts, for
example:
- Programming Jakarta Struts, 2nd Edition by Chuck Cavaness from
O'RELLY
- Pro Jakarta Struts, Second Edition by John Carnell, Rob Harrop

However, at this point in time, unless you are really required to use
Struts for your project,
it might be a better idea to learn and use JSF as it is becoming a
standard framework for Web development.
It is also well-supported by various tool vendors, including IBM
(WDSC).
