Another interesting thing on this. Here is a something really weird (I
haven't filed the PMR yet).

Here is how I had my code:
   // SQL Fields
    D gSqlStmt        S           1024A
    D sqlResults    E DS                  ExtName(NCMASTP)
     /COPY MODULES/QCOPYSRC,SQLCOPY

       // ***** Misc Fields *****
      // Saved Fields
    D

      // Total Fields
    D
      // Screen Processing Fields
    D screenCompleted...
    D                 S               N

This doesn't get through the precompiler with the mentioned error.

In some cleaning up I moved the location of a field to look like this:
       // SQL Fields
    D gSqlStmt        S           1024A
    D sqlResults    E DS                  ExtName(NCMASTP)
     /COPY MODULES/QCOPYSRC,SQLCOPY

       // ***** Misc Fields *****
      // Screen Processing Fields
    D screenCompleted...
    D                 S               N

      // Saved Fields
    D

      // Total Fields
    D

It past the precompiler.

The copybook has the following:
      // SQL Error Status Fields (Numeric Order)
    D SQL_SUCCESS     C                   CONST('00000')
    D SQL_NO_MORE_ROWS...
    D                 C                   CONST('02000')
