I didn't find anything doing a scan for updates either. However, when I did a "Search for new features to install", the new version showed up.

To check for updates, you do it within WDSC. Help -> Software Updates -> Find and Install. They do not show up in the Rational Product Updater.

If you did that, I am not sure why it did not find the updates, but all you need to is run the latest installer. No need to uninstall.
