We resolved our instance of this problem by rebuilding the workspace it was
occurring in.  It had been a WDSC 5 workspace and support suggested we
rebuild it as a WDSC 6 workspace...

Ours was actually hanging rather than just delaying.

I see this every time I start a WDSC session.  It usually sits there at 9%
for a few seconds then goes away, but this is on my MegaBehemothR
workstation.  When I was out presenting earlier this week, some people
mentioned that it was happening to them as well and taking more time than
on
my PC.
