EGL message when trying to connect to iSeries database.

Is anyone doing EGL programming in WDSC?  We are having a difficult time 
getting the connection to the iSeries DB2 database.
Getting this message when trying to connect to iSeries database.  Program was 
developed using EGL.  Also a stale connection exception is being thrown.

createManagedConnectionWithMCWrapper caught an exception during creation of the 
ManagedConnection for resource jdbc/DEV400, throwing 
ResourceAllocationException. Original exception: 
com.ibm.ws.exception.WsException: DSRA8100E: Unable to get a PooledConnection 
from the DataSource. with SQL State : 08001 SQL Code : -99999
